Can't Open File Empty Can't Open File

Hey I cant seem to Open the File...when ever i do, it says : The Application failed to start because ijl15.dll was not found Re-installing the application may fix this problem. but i don't get it. can somebody help me out?

Well firstly i wld try re-installing the game lolz. or try searching the File on google and re-downloading and re-placing
